the TV companies - or would it go to production companies?

Where would I send an idea for a TV series - who would I address it to at
the TV companies - or would it go to production companies?

Firstly, merely sending an idea is not enough. Assuming you're talking
about a drama series, develop it into a full format with storylines, a
list of characters, locations etc, maybe even a couple of scripts, then
approach a TV packaging companies such as Chestermead (they put together
'Pride and Prejudice' for the BBC).
